Panel discussion

Landing Pathways for water and climate investments in Fragile and Conflict Affected Settings (FCAS) contexts

What does it take to make climate and water investments scalable, sustainable and impactful in the world's most vulnerable contexts? As climate risks intensify in fragile and conflict-affected settings (FCAS), the challenge is not identifying adaptation priorities but turning them into investable and scalable action. Water lies at the centre of this challenge, linking climate resilience, food security, livelihoods, energy, health and peace. This session will explore how climate and water priorities can be transformed into investments that deliver resilience at scale. Examining both the “push” and “pull” dimensions of scaling, panellists will draw on experiences from the MENA region and other FCAS contexts and discuss the innovations, institutions, finance mechanisms, delivery systems and policies needed to scale proven solutions, alongside the incentives, affordability, ownership and capacities required for adoption and sustainability.

The session directly supports COP31 priorities on adaptation, climate finance, technology development and transfer, and implementation, focusing on how fragile and conflict-affected contexts can translate climate priorities into bankable, implementable and scalable investments. Water provides a critical entry point, linking adaptation across agriculture, food security, livelihoods, energy, health and ecosystems. The session will explore how blended finance, locally appropriate technologies, enabling policies and delivery systems can help move from innovation and pilots to investment and scale. The discussion will generate practical messages on improving access to adaptation finance, connecting national priorities and NDCs/NAPs with investment pipelines, strengthening technology transfer and local delivery capacity, and designing conflict-sensitive and locally led approaches to resilience. By bringing together governments, communities, innovators, implementing agencies, researchers, financial institutions and climate funds, the session will contribute to COP31’s focus on turning climate commitments into practical implementation and impact at scale.
