
A new space for cities, water, and infrastructure to drive collective climate action. At COP30 in Belém, Brazil, the Water for Climate Pavilion will join forces with UN agencies, and international coalitions to co-create the Neighbourhood of the Mutirão for Cities, Water and Infrastructure, co-hosted by the Ministry of Cities and the Ministry of Integration and Regional Development of Brazil, a first-of-its-kind space in the COP Blue Zone dedicated to collective climate action across cities, water, buildings, and infrastructure.
This marks a milestone for the Pavilion community: for the first time, water will be physically and thematically embedded alongside the systems it connects and sustains. Together, the four pavilions Cities & Regions Hub, Buildings & Cooling Pavilion, Disaster Resilient Infrastructure Pavilion, and the Water for Climate Pavilion will form a dynamic neighbourhood for collaboration, knowledge exchange, and policy dialogue.
The creation of the Mutirão neighbourhood reflects the Brazilian Presidency’s call for a Global Mutirão a collective effort grounded in the spirit of cooperation and the resilience of the Amazon. It demonstrates Brazil’s commitment to multilevel governance, inclusive solutions, and implementation on the ground, all priorities closely shared by the Water for Climate Pavilion network.
As one of the four pavilions shaping the Bairro do Mutirão para Cidades, Água e Infraestrutura, the Water for Climate Pavilion brings together more than 90 partners from governments, UN agencies, development banks, civil society, and the private sector to accelerate climate solutions for cities, infrastructure, and communities.
Through cross-pavilion dialogues and joint programming, the Pavilion will showcase science-based, cross-sectoral approaches that demonstrate how water connects adaptation, mitigation, and just transition goals.

Within the Mutirão neighbourhood, the Water for Climate Pavilion will convene partners, governments, and practitioners to co-create actionable pathways for climate reslience. Events will rotate across the four pavilions, supported by a series of Mutirão Dialogues interactive sessions that bring together stakeholders to reflect on progress, align on upcoming negotiations, and strengthen links between water, cities, buildings, and infrastructure.
This integrated approach mirrors the Pavilion’s broader mission: to unify the voice of the international water community, connect with other sectors, and ensure that water solutions are visible, actionable, and scalable across the COP30 agenda.
