From Commitments to Action: Progressing Water in NDCs 3.0 and NAPs

The High-level Panel will examine how water is being mainstreamed in climate commitments and being used as a connector across sector strategies and plans at the country level. COP30 will be the first COP post the September 2025 deadline for NDC 3.0. It is therefore an important opportunity to maintain focus on NDCs and NAPs, identifying how to move the new plans from paper to action. With the amount of NDCs and NAPs including water looking likely to have increased by the end of 2025, emphasis must now be on moving these plans into effective and inclusive implementation, maximizing synergies with other sectors to ensure sustainability.

The perspectives of Parties to the Paris Agreement will be shared, showcasing good practices of water integration in NDCs 3.0. As well as those of the donor and development communities to showcase lessons learned and experiences in helping to integrate sustainable water resources management and water services in national plans, strategies and project pipelines for actionable NDCs. 

 

We will aim to shift from commitments to implementation, emphasizing the need to move toward practical solutions and expanding partnerships in order to implement NDCs and NAPs, with water as a central element. This focus would include the importance of unlocking finance, while also addressing governance and capacity gaps that enable countries to effectively access and use resources. 

 

The session will address opportunities and challenges facing countries in implementing their NDCs and NAPs, including issues related to cross-sectoral coordination and the articulation of priorities and needs by national actors and the development community.
